Rudy Giuliani made the claim on Nov 13th, 2016 in CNN's State of the Union show and Politifact rates is true

Trump is not required to put his businesses in a blind trust because the President, the VP, and the Congress are exempt from Title 18, sec 208 (which forbids conflicts of interest like this for federal employees) thanks to a change signed into law in 1989 by George HW Bush. However, he will still need to make a financial disclosure (not as rigorous as releasing his taxes) and is not permitted to take any income from foreign governments.
